Vienna Summit Between Khrushchev and Kennedy

The first meeting between the new President and Khrushchev covered a wide range of international issues, but focused on Berlin. Khrushchev indicated that he was going to sign a treaty with the East Germans that would infringe on Western access rights to West Berlin. The meeting ended with no agreement on Berlin.
