Letter from Khrushchev to Ulbricht, 28 September 1961
Soviet Leader N. Khrushchev responds to East German leader W. Ulbricht's September 15 letter. While congratulating Ulbricht on the successful implementation of sealing the border with West Berlin, Khrushchev reminds Ulbricht that any new additional actions, expecially against access to West Berlin of the Western powers, might exacerbate the situation.
