The Final Days of Negotiations, Aug. 13 to Aug. 19, 1971
As the negotiations were drawing to a close, the "Special Channel" established by National Security Advisor Henry Kissinger and Soviet Ambassador to the US, Anatoly Dobrynin, comes to fruition. However, the regular bureacracy at the State Department, which had not been informed of the "Two Track negotiations" undertaken by the White House, is suspicious of the progress made.
